Qualification depends on the building. B.C. rules distinguish Part 3 and Part 9 buildings and the professionals who may prepare the report. The appropriate qualified-professional arrangement is confirmed in each proposal. Review the Province of B.C. guidance.

Deliverable 01

Electrical Planning Report

A high-level, regulated record of the strata’s electrical system, capacity, current demand, anticipated future demand, and planning considerations.

Why strata corporations need it

British Columbia requires most strata corporations with five or more strata lots to obtain an Electrical Planning Report. The report helps future councils, owners, and prospective purchasers understand the shared electrical system and plan for growing loads without relying on one-off decisions.

  • Capital Regional District deadline: December 31, 2026, except islands accessible only by air or boat.
  • Other B.C. deadline: December 31, 2028.
  • New strata corporations: generally within five years of the strata plan being deposited.
  • Permanent record: the final report forms part of the strata’s records.

What the report includes

  • Existing system: service, distribution, metering, and major common electrical equipment summarized at a planning level.
  • Capacity and demand: available information about system capacity and current electrical demand, with assumptions documented.
  • Future demand: anticipated EV charging and other electrification loads considered in practical scenarios.
  • Demand management: high-level opportunities to manage new loads and defer or stage upgrades.
  • Limits and next steps: electrical, physical, record, and access limitations stated clearly.
  • Cost context: planning-level cost information where appropriate—not construction pricing or a project quote.

Important limitation: the Province describes the EPR as a high-level report. It cannot be used on its own to inform the installation of electrical loads. Detailed engineering, construction documents, utility coordination, permits, pricing, and installation are separate when required.

EV Ready Plan

A building-wide, implementation-oriented plan that defines how EV charging can scale consistently instead of being approved one stall at a time.

Why buildings use one

EV demand often starts with a few requests and grows quickly. Without a coordinated plan, one-off installations can create inconsistent ownership rules, incompatible equipment, stranded capacity, and future rework.

  • Implementation: a preferred pathway, phasing, dependencies, and next design steps.

BC Hydro program note: program requirements for EV Ready Plans changed effective July 15, 2026. Pre-approval is required before eligible costs are incurred. Funding, eligibility, required plan content, and program availability can change; Crux does not guarantee a rebate. Confirm the current rules directly through BC Hydro’s apartment and condo EV program information.

Important limitation: an EV Ready Plan supports implementation decisions but is not, by itself, a complete permit or construction package. Detailed engineering, utility review, permits, product selection, tendering, and installation may follow.

Does the Electrical Planning Report meet B.C. requirements?

The scope is prepared to address the current provincial content requirements and the applicable qualified-professional rules for the building. The final proposal confirms the building classification, available records, site work, and professional arrangement before work begins.

Is an EPR the same as an EV Ready Plan?

No. The EPR is a regulated high-level record covering the electrical system and future demand. The EV Ready Plan develops a more implementation-oriented EV charging pathway. They can be completed through one coordinated process but remain separate deliverables.

Can the EPR be used to install EV chargers or other loads?

No. B.C. guidance is explicit that the high-level EPR cannot itself inform installation. Site-specific design, permits, utility coordination, and construction documentation may be required before work proceeds.

What does “permanent record” mean?

The EPR becomes part of the strata’s records and can be referenced by future councils, owners, and prospective purchasers. The report should therefore state its sources, assumptions, limitations, and preparation date clearly.

Can a single EV charger be approved without a building-wide plan?

Sometimes, subject to the strata’s rules and the electrical system. The risk is that repeated one-off approvals can consume shared capacity, create incompatible systems, or result in inequitable costs. A building-wide EV pathway reduces that risk.

Does either plan approve or deny EV charging?

No. The deliverables provide findings, constraints, and a pathway so the strata can make informed decisions. Strata approval, utility acceptance, permits, detailed design, and installation remain separate as applicable.

Who is qualified to prepare the report?

The rules depend on whether the building falls under Part 3 or Part 9 of the B.C. Building Code and on the work being performed. The proposal confirms the appropriate qualified-professional arrangement without requiring the strata to diagnose that scope itself.

What information is useful at intake?

Electrical drawings, panel schedules, utility data, photos of service equipment, parking plans, prior studies, existing charger information, and any EV or alteration policies. If records are limited, the proposal identifies the site verification needed.

What if there is little or no spare capacity?

That does not end the planning process. Load management, staged infrastructure, revised assumptions, targeted distribution work, or a future service upgrade can be considered and clearly separated into decision points.

Does an EV Ready Plan guarantee a BC Hydro rebate?

No. Pre-approval, current eligibility, program funding, required plan content, timelines, and eligible expenses all matter. Crux can structure the planning process around the current program requirements, but BC Hydro determines eligibility and funding.
